Uniform Parcel Identifier System Information

Implementation Plan

Legal and Administrative Mandates:  Acts 1, 2, 3, and 4 of 1998 provided for the Uniform Parcel Identifier to be mandated and used in any county in Pennsylvania  after a request was submitted by the Recorder of Deeds to the County Commissioners.  This was accomplished with York County Ordinance 1999-03 in October 1999.

Mission Statement:  Develop and provide a system that facilitates the conveyancing and tax assessment of real estate in York County and the establishment of a modern land record system.

Goals:  On Tuesday, January 2, 2001 the Parcel Verification Center will verify the uniform parcel identifier on all deeds, mortgages, and other real estate conveyances.  The York County Map Office will assign the uniform parcel  identifier to all plans within 24 hours or less of receipt.

NOTE:  The verification process will charge a $10.00 fee per uniform parcel identifier per instrument during the recording transaction.

Process of deed verification

The Parcel Verification Center, located at 28 E Market Street, on the first floor in the York County Administrative Center ( Old Court House), will verify the uniform parcel identifier (UPI) on all deeds, mortgages, and other real estate conveyances (see Exhibit B).  A clerk  will enter the UPI into the Parcel Validation screen (developed by OSS) and match a minimum of four(4) items, and assign a bar code sticker to the instrument.

The clerk will need sufficient data to rapidly verify a UPI.  At least four(4) points will be verified:

  1. The UPI must appear on the first page of the document to be recorded.
  2. The Owner’s name from assessment must match identically as the name on the document to be recorded (grantor on deed, mortgagor on a mortgage and satisfaction piece, etc.)
  3. The property location is the same on the verification screen and the document to be recorded.
  4. The Municipality is the same on the verification screen and the document to be recorded.
  5. The document reference on the verification screen is the same as the prior document reference on the document to be recorded.
  6. The Lot number is the same on the verification screen and the document to be recorded.The acreage is the same on the verification screen and the document to be recorded.
  7. The acreage is the same on the verification screen and the document to be recorded.

PLEASE NOTE: The items listed in paragraphs 1 through 4 above are MANDATORY for verification.

  • After verification, a clerk will place a barcode sticker on the document, which then may be submitted to the Office of the Recorder of Deeds for final review.
  • IF THE ITEMS LISTED ABOVE DO NOT MATCH AND THE CLERK CANNOT VERIFY THE UPI, THE DOCUMENT AND A REJECTION NOTICE WITH A REASON WHY THE DOCUMENT WAS REJECTED WILL BE GIVEN BACK TO THE INDIVIDUAL SUBMITTING THE DOCUMENT FOR CORRECTIONS TO BE MADE.  MAILED DOCUMENTS WILL BE RETURNED BY MAIL.

Assignment of the uniform parcel identifier due to a subdivision plan

The  York County  Map Office, located at 28 E Market Street, on the first floor in the York County Administrative Center ( Old Court House), will assign the uniform parcel identifier to all plans within 24 hours or less of receipt ( the Map Office will only create UPI numbers for plans with a final Municipal and the York County Planning Commission’s approval.) The plan then can be submitted for final recording.

  • The assigned UPI will be either attached or placed  to the plan.
  • A verified barcode sticker will be affixed to the plan.
  • Modification of the number of lots will create a re-verification to be done by the Mapping Office.  The $10.00 fee per UPI  is a one time charge during recording
  • Revision of tax maps will occur after recording.

Searching criteria can be done by owners name, property location, and parcel number.  there are public computers available in the recorder of deeds and the assessment office for information look-up if required.

Leasehold 'LETTER" Designations

C = Condominiums
M = Mobile Home usually in a Mobile Home Park
R = Riverfront or Recreational Improvements usually on Power Company owned land
T = Cell Towers or Cell Tower Platforms attached to other improvements
U = Utility Company Structures
PC = Planned Communities
L = Commercial Leaseholds

Generally, leaseholds are taxed on the assessed value of the improvement and not on the land where the improvement is situated. The land is taxed separately to the owner of the land, who may or may not be the owner of the improvement. EXAMPLE: The owner of a mobile home park may own some of the mobile homes in the park and rent them while others in the parks own their own mobile home and pay rent to the owner of the park.
