Local company, BIG, takes reigns of 911 radio project

With Eric’s retirement, the county retained York-based Business Information Group (BIG) to handle the day-to-day oversight of the project that Eric had provided. Alex Wilson from BIG will be the main point of contact handling the project management, audits and interfacing with the various agencies and vendors. John Dolmetsch will be the technical expert responsible for reviewing deliverables such as coverage plans and microwave testing.

One of the first tasks we undertook is the reconciliation of the portable radio counts. As you might recall, each agency will be receiving one new portable for every portable they had as of the end of 2013. We are currently working through the inventory list and contacting agencies that show difference between the current counts (as conducted by SSC in 2016) and what the county records showed. We want to make sure the count is accurate to the 2013 cutoff so we can order the correct numbers of devices and so agencies know what (if any) they are responsible for.

We are also working on an impact statement related to the Knox Boxes. The new system will not work with the older analog Knox Boxes. There are a few departments affected and we have been reaching out to them to find out how many Knox Boxes this issue represents. Once we have that data, we will work on some ideas to resolve the matter and get this back out to the agencies affected.

System burn-in testing is set to begin Feb. 14 at 4:30 a.m. BIG will be present to oversee this as a representative from the county. This process will last for 30 days. During this period there will be a number of first responders throughout the county carrying dual radios. They will use the new portables on the system but will carry a current radio as backup. Installations of mobile radios will continue during burn-in. Once the process has been completed, a full deployment schedule can be set up for the rest of the county – mobiles and portables.

Full system cutover is scheduled for December 2017 at this time.

Other items BIG is working on during the balance of the project:
• Researching options for agencies to sell their old equipment once we cut over to the new system.
• Attending the various meetings held by the Fire Chief’s Association, EMSA, Police Chief’s Association, Radio Working Group Committee, and county commissioners.
• Maintaining a check list of open items to ensure nothing is missed.
• Reviewing system-testing documentation to ensure the county is receiving what it desired.
