With Designs Approved, Equipment Manufacturing Begins

Radio System

  • Harris Corp., the radio system vendor, has begun manufacture of the equipment needed for the new 700MHZ system. Initial factory testing of the equipment is scheduled for early 2015. The company is required under contract to provide at least 95 percent portable on-street radio coverage, 95 percent of the time. That’s the same standard used for the existing T-Band system.
  • The County continues the tower site review and acquisition process, a key component of the project due to the importance of the towers to overall radio and microwave system coverage. The work, which began in the spring of 2014, is needed because the County must modify and/or introduce new equipment on the towers. The County must inventory current sites, conduct structural analyses, identify any needed upgrades and modify lease agreements. The County plans to add two additional transmission sites, one in Lower Chanceford Township and one East Manchester Township, as part of the project.
  • The County has secured system design approval for the needed radio frequencies from Region 28 of the FCC's Public Safety & Homeland Security Bureau. Region 28 covers York and many other surrounding counties in Pennsylvania. Region 20 (District of Columbia, Maryland and Northern Virginia) approval is pending a minor modification. Region 20's approval is necessary because of the potential for York's system to overlap radio/broadcast systems to our south. Once Region 20 provides its approval, Region 28 will need to ratify the changes before the FCC is presented with plans for approval.
  • The County has completed meetings with key responder groups who use the radio and microwave systems.  

An example of the new portable radio to be used with the new 911 system is now available at the Department of Emergency Services, 120 Davies Drive in Springettsbury Township. Please make sure to stop by the main reception desk during normal business hours.

Microwave System

As part of the project, Alcatel-Lucent will be making upgrades to the microwave network which is used to connect all of the County’s radio and paging transmission sites.

  • The County has signed off on system designs, paving the way for the company to order equipment necessary for the microwave upgrade. County representatives are slated to conduct preliminary off-site testing of the equipment by the end of 2014. Installation should begin within the first half of 2015.
