Below is an evolving compilation as York County row offices respond to COVID-19. Modified operations are in place until Monday, April 30. York County Sheriff and Coroner's offices are 24-7 operations.

Recorder of Deeds

We are processing recordings by accepting documents through the mail, e-recording and a secure dropbox in the lobby of the Administrative Center at 28 E. Market St. York, PA.

Before dropping documents in the dropbox, place documents in a large envelope with the check for the correct amount and a self-addressed stamped envelope. We will be returning all documents by mail immediately after recording. Please call 717-771-9608 with any questions.

Records from 1981 to present can be accessed through LANDEX. Infrequent users should use this link.

Records and indices from 1749 to 1981 can be accessed through IQS without a user fee. Copies are $0.80 per page to print.

BY APPOINTMENT ONLY: Notaries can come to the county's Administrative Building to be sworn in and provide signatures on commission and bond. Call for appointments at 717-771-9608. Any Notary Commission that expires without being picked up has up to two days to come into the Recorder of Deeds office to be sworn in after the re-opening of county offices.


Register of Wills/Clerk of Orphans' Court

Beginning March 30, York County Register of Wills & Clerk of Orphans’ Court will be scheduling appointments for virtual Will Probates and Marriage License applications using video conferencing. Click here for the process for Marriage Licenses. For Orphans’ Court, only persons filing Emergency Petitions for Guardianship will be permitted. Attorneys and citizens can contact the office to do business remotely.


Individuals filing PFA petitions will be granted access to our office. Per federal guidelines, we are no longer accepting Passport Applications. Civil case dockets can be viewed and printed from Civil Case Search. Filings can be submitted by mail. Forms and fee schedule are online. Our team is available to answer your calls.

Clerk of Courts

Our Front Counter will no longer accept most filings. We encourage use of PACFile. Individuals may use our email filing system at COCFrontCounter@YorkCountyPA.GOV. If you need proof of receipt, use "read receipt" function when you sending email to receive a time-stamped confirmation receipt of the filing. Documents that need to be rushed or urgent should be worded in the subject line and marked as High Importance!

We will still accept filings over the counter for:

  • Sealed and Unsealed search warrants
  • Sealed arrest warrants
  • Under seal motions/orders
  • Subpoenas

Transcript Requests

We will not accept any transcript requests except those directly related to an appeal that has been filed in a children’s fast-track case (adoption, custody, delinquency, dependency, or TPR). We will attempt to fulfill all the other requests we have received to-date.

Cost and Fines/Collections

We will not accept payments in person. Payments can be made the following ways:

• Cash payments can be made in the lobby of 28 E. Market St. before entering security Monday – Friday 8am-4:30pm
• Mobile App on Android or Apple called PAYGOV MOBILE
• Online at

The York County property tax rebate date remains April 15.

While in-person office services are suspended during this time, my staff and I are working and available to handle your emails and phone calls. Receipting County funds will be our top priority and other duties will be addressed as staff time allows.

A drop box is located in the lobby of the Administrative Center for payment of real estate taxes or other items. Please make sure that your deposit includes your Name, Property ID, Property Address and your phone number to ensure you receive proper credit for payment. If you enclose a self-addressed stamped envelope, we're happy to send you a receipt for your payment.

District Attorney

Closed to all non-employees who do not have an appointment. Any defense counsel/court-related agency serving motions or any legal filings on this office should call ahead.
