Domiciliary Care

Domiciliary (Dom) Care is a supervised living arrangement in a home-like environment for adults who are unable to live alone because of age-related impairments or physical, mental, or visual disabilities but not to the extent of requiring nursing home care. Dom Care is similar to a foster care program.

Dom Care Residents

The York County Area Agency on Aging (YCAAA) is responsible for the assessment of potential consumers to determine appropriateness for placement and financial eligibility for the State Supplemental Security Income (SSI). Dom Care residents are carefully matched with compatible homes/providers. Residents receive monthly SSI to reimburse the home provider for room and board services and retain a portion for personal expenses. A resident not eligible for SSI may reside in Dom Care as a private pay resident.

A care manager from YCAAA or York/Adams MH-IDD Program monitors residents. Residents are reassessed on an annual basis to determine continued appropriateness for the placement.

Eligibility for Dom Care Residents

  • Age 18 years or older
  • Financially eligible for SSI
  • Unable to live independently in the community due to age-related disabilities or physical, mental or visual disabilities
  • Requires assistance with Activities of Daily Living but not in need of nursing home care

Dom Care Home Providers

The YCAAA recruits concerned and caring individuals or families who have the desire to give daily, personalized care and attention to their residents, and provide a home-like environment. Potential Home Providers and their primary residence must meet the Pennsylvania Department of Aging regulations, local zoning ordinances, and fire and safety inspections.

Home providers are required to assist residents with their personal care, provide 24-hour supervision, provide 3 nutritious meals daily, help with money management, provide laundry services, and transportation.

Home providers are reimbursed a monthly room and board fee.
